Making the Cost of Doing Business More Affordable
A variety of programs are available to businesses expanding or relocating to the city of Brighton. The Brighton EDC evaluates the economic impact of a new or growing business on the community. Each company is then reviewed on a case-by-case basis by the Brighton City Council.

Typically, the City considers incentives when:

  • The company provides a wide range of quality jobs
  • The average wage exceeds the county average
  • The company makes a reasonable effort to hire Brighton residents
  • The incentives provided made Brighton more competitive with other locations
  • The company is willing to enter the market before other businesses

A major advantage to expanding or relocating to the city of Brighton is there is no requirement of payment of use tax on equipment and machinery.  Read the Municipal Code starting on page 78, Article 3-32:

In addition to city of Brighton/Brighton EDC incentives, we have listed a number of state and county incentives that may be available for your business:

Colorado State Programs

Colorado Enterprise Zone
Much of our city is located in a state Enterprise Zone, or one that has been economically distressed. Businesses locating in an enterprise zone may be eligible for benefits including:

  • A 3% investment tax credit
  • A 3% research and development tax credit
  • $200 per employee tax credit, for two years, for employer health insurance programs
  • 10% tax credit for expenditures for job training and school-to-work programs
  • $500 job tax credit (per each new employee)
  • Additional $1,000 per employee tax credit for agricultural processing jobs
  • 25% tax credit for rehabilitation of vacant buildings
  • A 1.5% tax credit for commercial vehicle purchases

Plant and Equipment Tax Credits

  • 3% investment tax credit for investment in equipment
  • 3% tax credit for qualified expenditures in research and development
  • State sales tax exemptions for purchasers of manufacturing equipment
  • Tax credit of 25% of expenditures to rehabilitate vacant buildings

Contribution Tax Credits

  • Tax credit of 25% for private contributions and in-kind donations to Enterprise Zone projects that provide child care, create jobs for the homeless or develop public infrastructure

Economic Development Commission
The Colorado legislature has mandated the Colorado Economic Development Commission to promote business retention and expansion by providing loans and grants to qualifying businesses on a case-by-case basis.

Adams County considers tax incentives for qualifying businesses on a Programs case-by-case basis. Adams County Economic Development evaluates qualifications prior to the request. Adams County also administers funds for on-the-job training.
